✈️ Autorité Aéroportuaire Nationale (AAN)

The Autorité Aéroportuaire Nationale (AAN) is the Haitian government authority responsible for the development, administration and operation of the country's public airport infrastructure and civil aerodromes.

The institution was formally created by the Decree of September 29, 1980, during a period when Haiti was reorganizing the institutional framework governing transportation and civil aviation. The same date also saw the creation of the Office National de l'Aviation Civile (OFNAC), establishing separate institutional roles for airport administration and civil-aviation oversight. The organic framework of the MTPTC officially references the decree establishing AAN.

AAN's fundamental mandate encompasses the planning, creation, expansion, management, operation and development of airport installations and civil aerodromes throughout Haitian territory.

Unlike an airline, travel agency or private ground-handling company, AAN functions primarily as an airport infrastructure operator and public authority. Its work provides the physical and operational airport environment in which airlines, passengers, cargo operators, immigration, customs, security agencies and other aviation stakeholders conduct their activities.

AAN's portfolio includes Haiti's principal international gateways as well as regional airport infrastructure. Its role has become particularly important as Haiti seeks to maintain and expand domestic air connectivity between regions where overland transportation can be difficult.

For example, in June 2025 the Haitian government specifically credited AAN's technical and operational contribution to the resumption of domestic air services connecting Port-au-Prince with Cap-Haïtien, Jacmel and Jérémie.

More recently, AAN has pursued airport rehabilitation, safety improvements and regional airport development. Projects reported during 2025–2026 have included improvements at Antoine Simon Airport in Les Cayes, modernization and safety work at Cap-Haïtien, and planning related to expansion of Haiti's regional aviation infrastructure.

This nationwide public mandate distinguishes AAN from commercial aviation businesses: rather than selling airline transportation itself, the authority manages and develops the airport infrastructure on which Haiti's commercial and regional aviation system depends.

AAN operates within Haiti's public transportation infrastructure framework and is associated with the:

Ministère des Travaux Publics, Transports et Communications (MTPTC).

The MTPTC's legal documentation explicitly identifies the September 29, 1980 decree establishing AAN.

AAN should not be confused with OFNAC.

AAN is principally concerned with airport infrastructure and airport administration.

OFNAC – Office National de l'Aviation Civile performs civil-aviation regulatory and technical functions. The distinction remains visible in current government aviation projects, where the two organizations participate as separate institutions.

🚒 Recent Infrastructure Development

AAN has remained active in infrastructure modernization.

In March 2026, an official mission to Aéroport International Antoine Simon des Cayes evaluated safety systems and plans for runway expansion, including widening and lengthening.

At Cap-Haïtien International Airport, the new Director General led a March 2026 mission examining infrastructure, operational areas, passenger facilities and safety/security measures.

AAN also announced new airport firefighting equipment for Port-au-Prince and Cap-Haïtien and discussed further expansion at Les Cayes and airport development in Port-de-Paix.
