🤝🌎🏛️ JICA – Japan International Cooperation Agency Haiti
The Japan International Cooperation Agency (JICA) is Japan's principal agency for implementing international development cooperation and Official Development Assistance. Established in its present independent-administrative-agency form in October 2003, JICA builds on a much longer history of Japanese technical cooperation dating back to the 1950s and the establishment of JICA's predecessor organization in 1974.
In Haiti, JICA works with the Haitian government, public institutions, communities, development partners and other stakeholders to support sustainable socioeconomic development and strengthen the country's capacity to respond to major development challenges. Its Haiti program has particularly emphasized health and sanitation, education, agriculture, food security and rural development, while its broader cooperation portfolio has included infrastructure, institutional capacity building, disaster recovery and technical cooperation.
JICA's approach is distinguished by its emphasis on human security, technical knowledge transfer, institutional strengthening and long-term capacity development rather than focusing exclusively on short-term financial assistance. The agency's current mission centers on human security and quality growth, while its operating principles emphasize field-based cooperation, strategic long-term thinking, co-creation with partners and innovation.
In Haiti, this approach has translated into practical development initiatives involving hospitals, water systems, education, agricultural capacity and public infrastructure. JICA has supported projects including reconstruction of the Jacmel hospital, improvement of Léogâne's water-supply system, agricultural and forestry technician capacity development, mathematics education and reconstruction of bridges and roads.
Unlike a conventional commercial business, JICA does not manufacture, sell or distribute consumer products. Its principal "offerings" are development cooperation instruments and technical expertise, including technical cooperation, grant assistance, training, knowledge transfer, institutional strengthening, studies and project support.
Its key differentiator in Haiti is the combination of Japanese technical expertise, long-term institutional capacity building and people-centered development, positioning JICA alongside other major international development institutions while maintaining a distinctive Japanese cooperation model.
🌏 Mission & Development Focus
JICA's global mission is to advance human security and quality growth, with the vision of "Leading the world with trust."
