The Spanish Agency for International Development Cooperation (AECID) is Spain's principal public agency for managing and implementing international development cooperation, humanitarian action, and education for sustainable development and global citizenship. AECID was established in 1988 and operates through an international network of cooperation offices, training centers, cultural centers and other field structures.

In Haiti, AECID operates through the Oficina de la Cooperación Española (OCE) attached to the Embassy of Spain in Port-au-Prince. The Spanish Cooperation Office was opened in Haiti in 1989, establishing a long-term institutional presence focused on strengthening Haiti's development capacities and coordinating Spanish cooperation initiatives in the country.

AECID Haiti concentrates its work on sustainable development, humanitarian assistance, water and sanitation, education, rural development, food security, economic opportunities, institutional strengthening, gender equality, environmental sustainability, resilience and human rights. Current AECID material identifies water and sanitation, education, productive-sector and rural development, and food security among its principal areas of intervention.

Unlike a commercial business, AECID does not manufacture or sell consumer products. Its principal "portfolio" consists of development programs, cooperation projects, technical assistance, grants, humanitarian interventions and institutional partnerships. Its work is implemented with Haitian public institutions, civil society organizations, international organizations and other development partners.

The agency's position is distinctive because it combines the resources and mandate of a bilateral European development agency with a permanent field presence in Haiti. It also participates in delegated cooperation arrangements with the European Union and works alongside organizations such as the IDB, UN agencies and Haitian public institutions. For example, AECID has played a major role in water and sanitation cooperation, including the URBAYITI program and projects coordinated with Haiti's National Directorate of Potable Water and Sanitation (DINEPA).

AECID's Haiti portfolio has evolved from longer-term development cooperation toward an increasingly integrated model that combines development, resilience and humanitarian response. Recent activities include rural food-security initiatives in the Southeast, emergency water assistance, technical and vocational education, ecological transition and humanitarian support.

🌾 Rural Development & Food Security

The agency supports agricultural producers, rural communities, food security, income generation, agricultural training, irrigation and market-oriented productive activities. A recent initiative in the Southeast supports approximately 350 farming families through agricultural training, seeds, tools, irrigation rehabilitation and women's producer organizations.

🚑 Humanitarian Action

AECID provides humanitarian support during crises and emergencies, including assistance related to water, food security, health, displacement, disaster preparedness and protection of vulnerable populations. Haiti has been included in AECID's annual humanitarian programming since 2022.

🌱 Environmental & Climate Resilience

AECID supports environmental protection, ecological transition, climate resilience and disaster-risk reduction. The PROTEC program in Haiti focuses on ecological and environmental transition.

🤝 Institutional & Technical Cooperation

AECID works with Haitian ministries, public institutions, municipalities, civil-society organizations, international organizations and other development partners to strengthen institutional capacity and improve implementation of development programs.

🇪🇺 Delegated Cooperation

AECID also manages or participates in cooperation programs financed through delegated resources from partners such as the European Union. URBAYITI is an example of this model, combining Spanish and EU financing and coordination with Haitian sector institutions.
