Le gouvernement propose une nouvelle forme d’identification en Haïti

Suivant un projet de loi du gouvernement portant sur l’identification, il est proposé d’identifier les citoyens haïtiens dès la naissance, par un certificat leur attribuant un Numéro d’Identification Nationale Unique (NINU) qu’ils conserveront durant toute leur vie.

Le président de la République Jovenel Moise, en concertation avec le 1er Ministre Jack Guy Lafontant, ont adopté un nouveau projet de loi, portant sur une nouvelle forme d’identification pour tous les haïtiens. Selon l’article 3 de ce projet de loi, le numéro d’identification national unique (NINU) comportera la même structure de codage que le numéro d’identification fiscale (NIF). De plus, toute personne qui a déjà son NIF aura un NUNI identique au NIF détenu.

« La carte d’identification nationale unique sera renouvelée tous les quinze (15) ans à la date de l’anniversaire de naissance de la titulaire ou du titulaire », peut on lire dans l’article 5.1 de ce projet. Par conséquent, comparativement a l’actuelle carte d’identification, celle-ci mentionnera, selon l’article 6, de nouvelle (touche, fonction) pour les personnes déjà détentrices d’un NIF. Généralement, elle portera le Nom, le nom de l’épouse de la femme mariée, le(s) prénoms(s), la date de naissance, le sexe, le statut matrimonial, le numéro d’identification nationale unique, la photographie numérique, les armoiries de la République d’Haïti en filigrane et une puce intelligente.

De surcroit, cette puce intelligente sera composée de l’empreinte digitale, l’empreinte de l’iris, les données biographiques et la signature du détenteur, si ce dernier peut apposer sa signature. Dans le cas contraire, l’article 6.1 stipule que ce constat sera dument établi par l’operateur de saisie de l’Office national d’identification (ONI).

Par ailleurs, d’après l’article 8, le certificat de naissance, quant a lui mentionnera les informations qui suivent : « Nom, Prénom(s), Date de naissance, Lieu de naissance, Sexe, Nom et Prénom(s) du père, Nom et prénom(s) de la mère, Numéro d’Identification Nationale Unique, Date de délivrance, Signature du maire, ou de l’officier d’état civil, ou du représentant de l’ONI, ou du CASEC, ou du représentant consulaire. »

The government proposes a new form of identification in Haiti

Following a government bill concerning identification, it is proposed to identify Haitian citizens from birth through a certificate assigning them a Unique National Identification Number (NINU) that they will keep throughout their lives.

The President of the Republic, Jovenel Moise, in consultation with the Prime Minister, Jack Guy Lafontant, has adopted a new bill concerning a new form of identification for all Haitians. According to Article 3 of this bill, the unique national identification number (NINU) will have the same coding structure as the tax identification number (NIF). Additionally, anyone who already has their NIF will have an identical NUNI to the NIF they hold.

"The unique national identification card will be renewed every fifteen (15) years on the birth anniversary of the holder," as stated in Article 5.1 of this bill. Therefore, compared to the current identification card, it will mention, according to Article 6, new features for those who already possess an NIF. Generally, it will include the Name, the married woman's maiden name, the first name(s), the date of birth, the gender, the marital status, the unique national identification number, the digital photograph, the coat of arms of the Republic of Haiti as a watermark, and a smart chip.

Moreover, this smart chip will contain the fingerprint, iris scan, biographical data, and the signature of the holder, if the holder can provide a signature. If not, Article 6.1 states that this will be duly established by the operator of data entry from the National Identification Office (ONI).

Furthermore, according to Article 8, the birth certificate will include the following information: "Name, First name(s), Date of birth, Place of birth, Gender, Name and First name(s) of the father, Name and First name(s) of the mother, Unique National Identification Number, Date of issuance, Signature of the mayor, or the civil registrar, or the representative of the ONI, or the CASEC, or the consular representative."
